“United Russia should progress towards a healthy but firm conservatism. As planned, it should become a centrist conservative force relying on all the positive achievements at the previous stage of our development, which values these achievements yet is pointed toward the future. If we manage to create a mechanism for internal party democracy and ensure cooperation with the new government at the proper level, we will be able to work together towards the goals we have set.”

“It is necessary to improve the viability and the political competitiveness of United Russia, if it wants to continue to fight for leadership, and I think that any party should be willing to do so. It needs to prove to citizens and voters that its proposals for the development of the country, the economy and the social sphere are the best for the country in the time period in question. United Russia has everything it needs to preserve this leadership.”

“The ruling United Russia party played a positive role during the global financial crisis. I am confident that if the government and the majority of the State Duma didn’t work in such a coordinated manner as they did in the past two or three years, then many more of our citizens would have felt the cold abyss into which Russia could have plunged. Thank God, it did not happen.”

“As the country's leading party, United Russia should use this election campaign primarily to create additional tools for reaching out to the public. We should use it as an opportunity to get a better understanding of the problems facing the nation as a whole and each individual citizen, as well as to think about possible solutions. It was with this purpose in mind that the Russian Popular Front was created, and we've made it a reality thanks to your involvement, assistance and support. This is why we have arranged for representatives of your organisations to join United Russia election lists for the State Duma.”

“The United Russia group in parliament will be significantly renewed. <…> This country’s legislature needs an infusion of new people who have innovative ideas about the current situation, future development, and solutions, that is, people who are ready and know how to solve these problems.”

“I’d like to emphasise that anyone who wants to innovate, to attain a goal and achieve success must be given an opportunity to realise their potential as well as our support. United Russia is open to anyone who is ready to advance civil or business initiatives.”

“The past conferences were platforms where fresh ideas were proposed and improved upon and also – let me stress this – where energetic and dedicated people could prove their worth. Although different, these people had something very important in common – confidence in Russia’s future. They set themselves ambitious goals, pursue their plans without finding excuses, and gradually improve life around them, in their city, town, village, region, or in Russia as a whole.”

“United Russia is undoubtedly the main consolidating force in our society which has to its credit key projects and initiatives in the social and economic spheres and in regional development. Without exaggeration – and I mean what I say – it is thanks to the party and its political position and organisational resources that so much has been accomplished in the country over the past ten years. That is an obvious fact.”

“I will explain them now to you. I want to note that selections to the State Duma candidate pool must be completed before August. We then need to discuss the candidates, so that the electoral list can be finalised in September at the party congress. The selection procedure should not only involve party members, but non-affiliated United Russia supporters, trade union members, members of women's and youth organisations, public associations, citizens who take the initiative, who are actively engaged. In short, all those willing to have a direct influence on government policy through United Russia in the State Duma. What am I suggesting and how do I propose we do this? Essentially, I propose creating what in political practice is called a broad popular front.”

“If United Russia wants to be competitive in the political struggle with other public organisations and political parties it should create a competitive atmosphere within its own ranks. We must make sure that our party conducts a free and open but objective and meaningful discussion of the urgent national issues, seeking their solution for the benefit of our people.”
