“Everything related to people’s quality of life and health is certainly one of the top priorities for the state and the United Russia party. Therefore, I ask the federal and regional branches of United Russia to establish effective public oversight over the implementation of regional healthcare programmes. You need to work closely with trade unions, associations of health professionals and, of course, work collectives. Moreover, I believe that we must take the initiative and invite other political parties into this partnership, all those who are willing to cooperate constructively in the interests of our citizens in addressing basic problems to improve Russian healthcare.”

“Social and government efforts, social and government forces must be consolidated in order to move forward along this difficult but absolutely necessary path toward development. We need a fusion of will, political power and financing, which follows the fusion of will and political power. “We have developed a sufficiently effective mechanism for interacting with the party as a whole, with the party's leadership. Now, as you know, we hold a party conference practically every quarter and will do this in all federal districts. These are like mini party congresses. My current status in relation to the United Russia party in no way limits my opportunities to influence what the party does and in no way limits the party's influence on the government's decision-making, because we have developed very close ties, particularly on preparing the next three-year budget, for 2011 and the following two years, 2012-2013. This is very professional, very tough and very nerve-wracking work on distributing resources across various sectors. And, of course, we cannot do this in isolation from the deputies of the leading party, the leading faction in the State Duma, United Russia.”

“A few words about our short-term legislative objectives. I would like to specifically mention the law on pharmaceuticals circulation, which sets new requirements for the safety and quality of pharmaceuticals and, most importantly, introduces a mechanism for government control of pharmaceutical prices, which will allow us to curb abuses and defend people's rights and interests. The draft law was passed after its first reading on January 29, 2010. I ask you not to slow down the work on this draft law.”

“I would like to thank United Russia MPs for their proactive work last year. A total of 394 laws were passed and put into effect. This required significant work on the part of experts and politicians, both in the regions and in parliament. Of the 394 laws, State Duma MPs and the government introduced 135 and 138, respectively. <…>I would like to give just a few examples to show the effects of our recent efforts. The amendments to the law on veterans provided all needy veterans with the right to housing. <…> The alterations to the Tax Code expanded the scope of the so-called simplified taxation regulations for helping small and medium-sized businesses. And the law on energy conservation will become a powerful tool for increasing economic efficiency and the efficiency of the budget.”

"We have established a good way to communicate directly with people. It allows us to understand their concerns, and for the State Duma, the Federal Government, and the regional governments to take these concerns into account when developing policy. All the more so since United Russia is represented in all regions, and has a majority in most regional parliaments. It is very important for party organisations to be as close as possible to their constituents. The party should not turn into a party of bureaucrats. It should primarily defend the interests of common people rather than those of civil servants."
