“Today we are launching a special Internet portal which will act as a universal outlet where every Russian citizen can directly express his/her opinion on fundamental legislative initiatives that are important for them, their family, region or the whole country.”
“For electronic government to be useful, people should know everything about it. <…>By July 1, this information must be placed on all bulletin boards in federal and municipal institutions, on departmental websites and, of course, in the media.”
“Broad introduction of information technology will make interactions between the authorities and people simpler and more transparent and spare people the need to visit all kinds of offices. And, finally, I’d like to emphasise that this is a real and very effective anti-corruption measure.”
“We are implementing new services with the help of Sberbank. These new services can be applied to the pension sphere, too. <…> Accounting must not only be reliable but also technically up to date. I have already said that we are implementing the e-government, where we envisage the use of cutting-edge accounting and information applications in every field, pensions are no exception.”
“I’d like to mention one more issue that is closely linked with the formation of a uniform system of interdepartmental electronic communications that will be used for providing government and municipal services to our people. <…>This is a complicated and very extensive effort. It is necessary to ensure the connection of different information systems to an integrated database. Digitising millions of paper documents will require time and big investments. This work must be done at a high level of quality.”
“The fee for public services will be charged only in accordance with the Tax Code or the list of paid services approved by the Russian government. Anything more is illegal and arbitrary and should be precluded. The service fees should be determined and posted on the common portal for public and municipal services and on the websites of these organisations by September 2011. Specifically, all federal, regional and municipal authorities must finish drafting the public service administrative procedures by July 1, 2012.”
“We must finish forming administrative regulations by July 2012; these regulations will specify all the details for providing municipal services, covering everything from the filing of documents to deadlines. We must convert them into electronic format to post them on a unified portal of state services. And we definitely need to establish full service centres, where people will be able to get all the services specified by law without waiting in long queues and paying money to different intermediaries.”
“We must put an end to the situation whereby free services are guaranteed on paper, but in reality people have to pay, be it at schools, hospitals or social institutions. Citizens must have free access to these guaranteed services, and the government should of course duly reimburse the publicly funded institutions for the high-quality services they provide. And then we will be able to make the institutions shoulder responsibility for the quality of their work.”
“We must be more proactive in introducing online Pension Fund services, in keeping online pension files and in facilitating online cooperation with insurance companies. This will ensure a more cost-effective and efficient disbursement of budgetary allocations. And, what’s much more important, this will provide more convenient pension services for the public. Document allocation deadlines will be shortened, and the number of required documents reduced.”
“The problems that we will discuss do not attract worldwide attention, are not part of major current events, but they nevertheless concern millions of our citizens. The social well-being of millions of people depends on how we deal with such issues, so they are obviously very sensitive and very important. This work is not heroic, but it requires professionalism, perseverance and consistency.”
