“The implementation of major system-wide innovation and infrastructure projects has always been a priority. I would like to point out the important projects that were implemented through Vnesheconombank, such as the construction of Tobolsk-Polymer, Russia's largest polypropylene production complex, the creation of the Sukhoi Superjet-100 passenger aircraft, the creation of the Kaluga Automotive Cluster, modernisation of the Tikhvin Carriage Works and the reconstruction of the Khabarovsk Oil Refinery. <…> In addition, Vnesheconombank has established new institutions aimed at supporting and improving the competitiveness of the national economy. The Russian Direct Investment Fund, which began operating this year, is designed to expand the flow of direct investment in the country's economy.”

“Last year the government approved the strategy for Russia’s innovation-based development until 2020. <…>We will need to both carry out modernisation and create new industries. Retrofitting should become a widespread practice and an effective development model. In addition, Russia will need to significantly expand its presence on global high-tech markets.”

“Russia’s new economy will be a diversified economy where many competitive sectors will be developed alongside a modern fuel and energy industry. <…> Our new economy will be an efficient economy, with high labour productivity and low energy consumption. <…> The new economy will provide highly productive and high paying jobs. <…> It will be an economy of continuously upgraded technology. <…>It will be an economy in which small businesses will provide at least half of the jobs in the economy.”

“Restoring the innovative nature of the economy should begin with universities – which should be seen as both centers for fundamental science and resources for innovative people. We need to pursue a national objective that results in globally competitive Russian universities. By 2020, we should have several world-class universities that span the entire spectrum of modern material and social technologies.”

“Russia can do more than simply buy innovation – we can also generate it. Our place in the future depends on how well we will use our potential. The high levels of education among our people, our impressive legacy of fundamental science, our engineering schools, and the infrastructure for pilot-scale production which is preserved in many industries, are all factors that we have a duty to use.”

“Having an economy that cannot guarantee us stability, sovereignty and prosperity is unacceptable for Russia. We need a new economy with a competitive industry and infrastructure, a developed services sector and effective agriculture: an economy based on modern technology. We must develop an effective mechanism for modernising our economy and attract the huge material and personnel resources needed to achieve this goal.”

“We will continue working to develop systems of communication, navigation and hydrography in the Arctic, primarily with the use of our GLONASS global positioning system. Our experts are already developing a multi-purpose Arctic satellite system that will monitor the environment of the Far North. In addition, specialists are working on a project to create the "North Pole" ice-resistant observatory platform.”

“Innovation development programmes must rely on a solid base of fundamental and applied research. Business has a large role to play in the latter, whereas the government should be responsible for fundamental research. Our goal is to create a well-balanced and dynamic R&D sector that will be able to meet today's challenges. Over the next 10 years we will need to more than double investment in R&D, increasing its share to 2.5%-3% of the GDP. Importantly, half of this investment must come from the business community.”

«Moreover, it is my opinion that regions and municipal entities must become key players in the process of innovation development. “In 2009 – 2010, the national research universities of the Central Federal District received 5 billion roubles from the federal budget. In 2010 – 2011, they will receive another 5 billion roubles towards improvements. We allocated another 19 billion roubles to help higher educational institutions and private businesses implement jointly developed high-technology projects. Russian companies will be able to benefit from R&D and introduce new products and technology on the market. As for the universities, they will get the opportunity to update their research platforms and provide ambitious and promising work for their employees. We must pay special attention to the following: it is particularly important to attract students and post-graduate students to this work, giving our young people the opportunity to experience professional fulfillment and find their place in the sphere of science and high technology.”

“Science cities, that achieve the best results in the sphere of innovation, complete ambitious science and technology projects, successfully commercialise these intellectual products, and integrate science and production, will be the first to receive money from the federal budget. In modern times, rapidly changing global tendencies require sharp competitive growth in Russian education and science. It is necessary to attract the best Russian and foreign specialists in Russian institutions of higher education. To that end, we are launching a grant support programme.”

“There are a number of tools that the government and private businesses in Russia can use to foster the development of science and innovation. I’m referring to government programmes, targeted research and development funds (which are companies in which the government is a stakeholder), and private investment and venture funds. It is important for these state-run funds to find where in this science and innovation support system they are most needed and where there are no alternatives to them.”

Now GLONASS is high technology in the direct and indirect sense of the word, a technology essential for the country's modernisation. We have already spent 60 billion roubles on this project. Its spending peak is past, because the basic satellite constellation is in place. Very soon, we will make it complete, total and global.”

“Innovation products account for a mere 5% of Russia's economy, and less than 10% of Russian companies introduce technological innovations. There are many reasons for that. In the past we had practically no economic incentives to introduce innovations. There was no healthy competitive environment in place, which would prod companies to renewal. The national innovation infrastructure is meagre. The shortage of long-term financing available was also a discouraging factor. The number of innovation companies should certainly grow. Even a small result which would help strengthen Russia's foothold in markets for innovation products and services would justify the effort.”

"Further development of the global navigational system will remain one of our top priorities. First, the development of GLONASS is creating serious demand for new technology and modern intellectual products. Second, it is fundamentally changing the practice of economic management, improving efficiency in transport, agriculture and even housing and utilities, and providing a wide range of popular services to the public. The system is becoming increasingly important in the sphere of security. Experts understand perfectly well that the development of precision weapons is impossible without a global positioning system. Its even helps the Ministry of the Interior significantly increase its hot pursuit crime detection rate."

“We have a powerful instrument of state purchases, but it is being used inefficiently and does not encourage suppliers to promote innovative business. That is very regrettable. I believe that the innovative element must be made an obligatory part of the acquisitions programmes. Potential suppliers and business must see that the government intends to buy only modern products, and that access to state orders will be granted above all to those who promote innovation.”

“Another issue concerns the promotion of Russian innovative products and encouraging the demand for them on the domestic and external markets. New knowledge and technology must not remain unused gathering dust. We know very well that such capital becomes depreciated and obsolete very fast. To prevent this and to give the country an opportunity to benefit from new knowledge, we must create a comprehensive market of intellectual property. Also, we need to create, almost from scratch, mechanisms for the circulation of research and technical information, for making it maximally open and accessible for potential partners, investors and consumers.”

To the best of my knowledge, they currently have two satellites in orbit, while we have already deployed 21 satellites, which is enough to cover the entire Russian Federation. And we should launch another six satellites in 2010. Consequently, our system will become truly global. However, in order for our system to be effective, it must be cost-effective. We must actively introduce the vehicular components - on land, air and sea vehicles and on trains - of the system.”

"In addition to public companies and large corporations with government participation, small and medium-sized companies should pursue geological prospecting for mineral resources and extraction. These companies can play a major role in this work. However, to make this work economically effective, it is necessary to lower the expenses for these companies in these activities. We have noted more than once that these expenses are primarily related to excessive administrative barriers. The efforts to reduce these costs could be very effective in terms of small companies that process gravel, clay and sand used locally, in construction. <…> One of the first proposals in this context is to cancel the fees for receiving information from the State Fund of Mineral Resources. This would make the information more accessible to business and would reduce the expenses of those companies, which are currently exploring them or are planning to do so".

"We are also going to discuss amendments to the law On Natural Resources. In the last few years we have overcome the negative trend of reduced geological prospecting and now we are increasing the number of known reserves in all basic minerals. In the mid-1990s we used to say with good reason that we are using what we had prospected before. We now have a completely different approach. According to the latest reports, positive results were obtained last year. We produced 582 billion cubic meters of gas and found 650 billion. The same applies to uranium and iron ore and other metals".
