“The implementation of major system-wide innovation and infrastructure projects has always been a priority. I would like to point out the important projects that were implemented through Vnesheconombank, such as the construction of Tobolsk-Polymer, Russia's largest polypropylene production complex, the creation of the Sukhoi Superjet-100 passenger aircraft, the creation of the Kaluga Automotive Cluster, modernisation of the Tikhvin Carriage Works and the reconstruction of the Khabarovsk Oil Refinery. <…> In addition, Vnesheconombank has established new institutions aimed at supporting and improving the competitiveness of the national economy. The Russian Direct Investment Fund, which began operating this year, is designed to expand the flow of direct investment in the country's economy.”
“Last year the government approved the strategy for Russia’s innovation-based development until 2020. <…>We will need to both carry out modernisation and create new industries. Retrofitting should become a widespread practice and an effective development model. In addition, Russia will need to significantly expand its presence on global high-tech markets.”

“We will continue working to develop systems of communication, navigation and hydrography in the Arctic, primarily with the use of our GLONASS global positioning system. Our experts are already developing a multi-purpose Arctic satellite system that will monitor the environment of the Far North. In addition, specialists are working on a project to create the "North Pole" ice-resistant observatory platform.”
“Innovation development programmes must rely on a solid base of fundamental and applied research. Business has a large role to play in the latter, whereas the government should be responsible for fundamental research. Our goal is to create a well-balanced and dynamic R&D sector that will be able to meet today's challenges. Over the next 10 years we will need to more than double investment in R&D, increasing its share to 2.5%-3% of the GDP. Importantly, half of this investment must come from the business community.”
“We’re working to build common platforms through which research centres, manufacturers, and consumers of finished products will test new technologies for the production and introduction of modern equipment. This applies primarily to so-called technology platforms. Such sites will operate according to the principle of partnership between the state and private investors.”

“A number of the first such projects we plan to implement will directly involve biotechnology: the technology platforms Medicine of the Future, and Bio-industry and Bio-resources. This choice has been prompted by current trends and the growing role of biotechnology in medicine and other industries, in energy and agriculture.”
“Businesses should promote these projects by investing in them. The government, in turn, will fairly share the responsibility for high-risk R&D, and provide other kinds of support – for example, finance the construction of the necessary infrastructure.”

“Technology parks, as well as special economic zones, state corporations, banks in which the government has various stakes, innovation support funds and research and education centres must all be used effectively for the development of the country, and the advancement of its technology.”
«Moreover, it is my opinion that regions and municipal entities must become key players in the process of innovation development. A turn towards innovation is impossible at the sole expense of the federal government, separate projects and programmes. <…> We must facilitate regional innovation to the greatest possible extent and provide the regions with effective tools and incentives for its development».
“In 2009 – 2010, the national research universities of the Central Federal District received 5 billion roubles from the federal budget. In 2010 – 2011, they will receive another 5 billion roubles towards improvements. We allocated another 19 billion roubles to help higher educational institutions and private businesses implement jointly developed high-technology projects. Russian companies will be able to benefit from R&D and introduce new products and technology on the market. As for the universities, they will get the opportunity to update their research platforms and provide ambitious and promising work for their employees. We must pay special attention to the following: it is particularly important to attract students and post-graduate students to this work, giving our young people the opportunity to experience professional fulfillment and find their place in the sphere of science and high technology.”
“Science cities, that achieve the best results in the sphere of innovation, complete ambitious science and technology projects, successfully commercialise these intellectual products, and integrate science and production, will be the first to receive money from the federal budget. In modern times, rapidly changing global tendencies require sharp competitive growth in Russian education and science. It is necessary to attract the best Russian and foreign specialists in Russian institutions of higher education. To that end, we are launching a grant support programme.”
