Failure to comply with the deadline or the established procedure to consider such a complaint, or refusal to register an administrative complaint, will result in a fine of 10,000 to 30,000 roubles.”

The service fees should be determined and posted on the common portal for public and municipal services and on the websites of these organisations by September 2011.
