Born December 11, 1958 in Petrikov, Gomel Region, Byelorussian Soviet Socialist Republic.

1980: Graduated from the Moscow Institute of Geological Prospecting with a degree in Mineral Resources Prospecting.

1999: Graduated from Stavropol State University with a degree in Finances and Loans. Ph.D.in Economics.

1976-1981: Laboratory assistant, technician and senior technician at the Moscow Institute of Geological Prospecting; drilling foreman with the Caucasian Mineral Waters' Hydro-Geological Expedition.

1981-1991: Work for the Young Communist League (Komsomol).

1991-1996: CEO of Korn, Moscow.

1996-2005: Deputy Prime Minister of the Stavropol Territory, Deputy Prime Minister and Finance Minister of the Stavropol Territory, and Deputy Prime Minister and Minister of Economic Development and Trade of the Stavropol Territory.

2006-2007: As Deputy Presidential Plenipotentiary Envoy to the South Federal District, supervised the socio-economic development in the South of Russia, including priority national projects; took part in drafting the strategy for the long-term socio-economic development of the South Federal District; was one of the authors of the system for evaluating the performance of regional executive and local self-government bodies in the district.

From 2007 - to May 16, 2008: Aide to the Minister and Deputy Minister of Regional Development of the Russian Federation.

Since May 23, 2008: Governor of the Stavropol Territory.

Married with three daughters.
