After graduation of the Mari State Technical University, worked as chief forestry officer of the Kameshkirsky District of the Penza Region. Ten years later, he became top manager of a freight trucking company.
1987: elected chairman of the Executive Committee of the Zheleznodorozhny District of Penza.
1996: head of the local government of the same district.
April 1998: head of the administration of the Penza Region.
