Education

Graduated from the Chita Chernyshevsky State Pedagogical Institute.

Experience 

1981: Appointed Komsomol party leader;

1991: Appointed Chita mayor;

1996: Elected Chita Region governor;

2000: Reelected Chita Region governor;

2004: Reelected Chita Region governor;

2008: Elected Trans-Baikal Territory governor (the territory was a merger of the Chita Region and Agin Buryat Autonomous Area) with a term until 2013.

A member of the State Council.

March-September, 2002: a member of the State Council Presidium.
