Born on December 11, 1958, in Petrikov, Gomel District, Byelorussian Soviet Socialist Republic.

1980: graduated from the Moscow Geological Exploration Institute with a degree in Technology of Exploration of Mineral Deposits.

1999: graduated from Stavropol State University with a degree in Finance and Credit. Ph.D. in Economics.

1976-1981: worked as a laboratory assistant, technician and senior technician at the Moscow Geological Exploration Institute, and as a drilling expert of the hydro-geological expedition at Caucasian Mineral Waters.

1981-1991: held different positions in the Komsomol (Young Communist League).

1991-1996: worked as CEO of Korn joint stock company, in Moscow.

1996-2005: worked as Deputy Chairman of the Government of the Stavropol Territory, Finance Minister of the Stavropol Territory, First Deputy Chairman of the Government of the Stavropol Territory/Minister of Economic Development and Trade of the Stavropol Territory.

2006-2007: served as Deputy Presidential Envoy to the Southern Federal District in charge of social and economic development issues of the Southern Russian Districts, including monitoring of the implementation of national priority projects. Participated in the development of the long-term strategy for socio-economic development of the Russian regions, located in the Southern Federal District. He was one of those who developed a system for assessing the effectiveness of executive power bodies and of local governments, implemented in the district.

Late 2007 - May 16, 2008: Ministerial Aide and Deputy Minister of Regional Development of the Russian Federation.

May 23, 2008: appointed Governor of the Stavropol Territory

Presented with three awards: the Order of Honour, Medal of the Order of Merit for the Fatherland, 2nd degree, and Medal For Merit in the All-Russia Census of the Population.

Married, has three daughters.
