Born on 13 March, 1954 in Gomel, Belarus.

Graduated from the Belarusian Institute of Railway Engineering with a degree in electrical engineering, in 1976.
PhD in Engineering Sciences. Expert in vacuum-plasma technologies. Wrote over 40 scientific publications and monographs. Member of the Presidium of the Belarusian National Academy of Sciences. Member of the International Academy of Engineering Sciences.
Honoured Worker of Industry of the Republic of Belarus. Fluent in German.
1976-1992: assembly shop foreman, head of laboratory, head of department, deputy director, director of the Gomel Radio Equipment Plant.
1992-1998: general director of the Research and Production Association Raton.
1998-2001: deputy chairman, first deputy chairman of the Gomel region government.
September 24, 2001: appointed Deputy Prime Minister of Belarus. Supervised the industry and energy sectors.
July 3, 2002: appointed First Deputy Prime Minister of Belarus. Supervised industry development and restructure, defence sector, fuel and energy industry, natural resources and privatisation sectors.
July 10, 2003: appointed Acting Prime Minister of Belarus to replace the dismissed Gennady Novitsky.
December 19, 2003: appointed Belarusian Prime Minister.
April 18, 2006: Reappointed Belarusian Prime Minister with the approval of the Belarusian National Assembly's House of Representatives after presidential elections on March 19, 2006.
