

The Council of Heads of Government (CHG) of the CIS was established under the Agreement on Coordination Institutes of December 21, 1991 (Alma-Ata).
The CHG is the second most important body of the CIS after the Council of Heads of State that represents member states at the prime minister level. It coordinates cooperation between member states in economic, social and other spheres. Decisions are made by consensus.
The Council of Heads of Government holds sessions twice a year, in spring and autumn. Extraordinary meetings can be initiated by prime ministers of the member states.
Council meetings are held to approve documents on the creation of the free trade zone, the development of industrial cooperation and the common agrarian market, cooperation in the banking sphere, and in space exploration, disaster relief, and more.
On October 10, 2008 the member states adopted a provision for a rotating presidency. Under this provision, a country chairs at the same time the Council of Heads of State, the Council of Heads of Government, the Council of Foreign Ministers, the Economic Council, the Council of Ambassadors Extraordinary and Plenipotentiary of CIS States with CIS Founding and Other Bodies, as well as the Commission on Economic Issues under the CIS Economic Council.
The last meeting of the Council of Heads of Government was held on November 19, 2010 in St Petersburg.
