

The basis for political relations between Russia and Turkey is the 1992 Treaty on the Basic Principles of Relations and some intergovernmental agreements on cooperation in various spheres.
Top-level contacts with Turkey were given a boost by President Putin's official visit to Ankara on December 5, 2004. Since then the two countries' leaders have met 20 times.
During his working visit to Ankara on August 6, 2009 Vladimir Putin reached strategic agreements on a number of priority areas of mutual cooperation, including energy.
As a result of the official visit to Turkey by President Dmitry Medvedev of Russia on May 11-12, 2010, 16 documents on cooperation in various fields were signed, including a Joint Statement on the Creation of the Top-Level Cooperation Council (TLCC).
Operating in the framework of the TLCC is a joint Russian-Turkish intergovernmental commission for trade-economic cooperation, a Joint Strategic Planning Group (headed by the Foreign Ministers) and Citizens' Forum.
