The Tyuman region is a constituent entity of the Russian Federation established on August 14, 1944. The region has administrative jurisdiction over two other constituent entities, the Khanty-Mansi (Yugra) and Yamalo-Nenets autonomous regions. Since 2004, these federal constituent entities have been bound by a cooperation agreement, whereby they work together to implement regional programmes. The agreement was extended in 2008.

Economy

The gross regional product of the Tyumen Region (not including its autonomous regions) has increased by 190% in the last decade.

According to data from 2009, the industrial production index stood at 94%, and manufacturing was 84.5% of the 2008 level.

In recent years, a variety of new manufacturing facilities have been built in the region, including the Antipinsky Oil Refinery, an Ochakovo brewery, the first stage of a major woodworking plant and a plant operated by Tyumenstalmost. In a joint venture with the company SIBUR, construction is in progress on a modern polypropylene plant. An UMMC plant is also under construction.

Tyumen is becoming one of the country's most important centres for oilfield services and oil-and-gas equipment manufacturing. Large, multinational oil and gas services companies such as Schlumberger, Halliburton, Bentec, KCA DEUTAG and Dina Energetics are expanding their presence in the region. In particular, Schlumberger has increased its manufacturing capacity for electric submersible pumps for rotary pneumatic drilling equipment and equipment for oilfield production stimulation.

In 2008, the region became home to the Western-Siberian Oil and Gas Innovation Centre, an industrial park in Tyumen.

Oil production has increased by 217.1% due to the opening of two new oil fields in the Uvatsky group.

In 2009, 1,033,400 square metres of housing were commissioned in the region. This is 8.6% above target, and includes 409,100 square metres of new individual homes (35.2% above target). The total area of housing has increased 280% in recent years, as compared to 200% for the country as a whole.

Agriculture

Agribusiness in the region is developing extensively. Innovative technology has been introduced in olericulture, horticulture and animal husbandry.

Annual growth in agricultural production averaged 5.6% over the last 10 years.

In 2009, 1.5 million tons of grain were harvested in the region. Despite the fact that the Tyumen Region is a risky area for agriculture, grain productivity has averaged more than 20 centners per hectare over the last 10 years.

Personal income

The average monthly personal income in the Region has grown from 1,600 roubles in 1999 to 17,600 roubles in 2009. According to data from 2009, the average monthly wage in the region was 20,700 roubles for that year.

Demographic situation

The demographic situation in the region is improving. The birth rate has exceeded the death rate for several years - in 2009, 20,865 children were born in the region and 17,122 people died. In 2009, the annual average population was 1,345,500.

Education

In recent years, run-down school buildings have been systematically replaced. All educational institutions are now equipped with computers and have access to the internet. Currently, 80% of schools use digital versions of electronic textbooks. Due to regional financing, as of December 1, 2009, all 600 comprehensive schools are connected to the internet.

Culture

In 2008, the new building for the Tyumen drama theatre opened, and in 2009, renovation of the regional scientific library was finished. The library houses the Tyumen Regional Centre, a branch of the Boris Yeltsin Presidential Library. Construction is in progress on a new building in the museum complex, in which up-to-date equipment will be installed.
