Brief information on the implementation of the project Oil Refinery and Petrochemical Complex in Nizhnekamsk

A project to build a group of oil refineries and petrochemical plants is being implemented in Nizhnekamsk. It comprises three plants (an oil refinery, deep conversion refinery and petrochemical plant), including 53 installations, facilities and systems, 27 of which are subject to licensing. The group has a crude production capacity of 7 million tonnes of sour crude per year, with a processing depth of 96.9%.
Total investment is estimated at 222.7 billion roubles (at Q1 2008 prices).
The project shareholders are Tatneft and affiliates that hold 91% and Svyazinvestneftekhim (representing the government of the Republic of Tatarstan) with 9%. The project owner is TANECO.
The design of the entire complex has been completed and in September 2008, the project was greenlighted by the Russian State Expert Evaluation Department.
In accordance with the selected implementation strategy, the first stage of the complex includes the oil refinery designed to process 7 million tonnes of a mixture of Devonian and carboniferous oil with a processing depth of 64%.
Advanced detailed engineering is underway. The chief designer is the Research and Design Institute of Oil-Refining and Petrochemical Industry (VNIPIneft).
Major prime contracting organisations in the Republic of Tatarstan and the Russian Federation have been engaged for construction and assembly work. Approximately 7,000 construction workers are currently employed and 850 items of construction equipment are being used.
Under the auspices of public-private partnership, the Russian Investment Fund is financing the design and construction of external transport infrastructure:
* Railroad infrastructure (shipment of 4.5 million tonnes per year, with a length of 33.8 km).
* Oil pipeline (length - 117.3 km) and petroleum products pipeline (shipment of 2.7 million tonnes per year, with a length of 61 km).
