To ensure the development of the coastal recreational zone and regional economy, a high-speed highway must be built linking coastal resorts with the Khrabrovo international airport and sea and river ports.
The beltway, presently under construction, will be 178.8 km long.
The first stage of construction involves highways from the northern Kaliningrad bypass to the cloverleaf at Khrabrovo drive, and from there to the Zelenogradsk access way.

The private company VAD of St Petersburg, which has won similar bids in the past, has been selected to build the Kaliningrad-Zelenogradsk road with access to the Khrabrovo Airport.
The project is part of the Road Construction subprogramme of the federal targeted programme intended to modernise the Russian transport system from 2002 through 2010.
Several stages of construction have been completed, including the installation of telecommunications lines, the construction of bridges, flyovers and cloverleafs, the necessary earthwork and paving, and installation of road signs.
The next stage of the ring road in the special zone for tourism and recreation has also been finished. This stage involves a 24-kilometre road from Zelenogradsk to Svetlogorsk with access to Pionersky.
