

The construction of a specialised sport centre in Kaliningrad began in 2008 in compliance with Order No. Pr-1092, which President Vladimir Putin had issued on June 30, 2006, and Executive Order No. 443 of the Russian Government, issued on July 13, 2007.
The centre, whose name means "Amber", is situated in Selma, one of the most densly populated districts in Kaliningrad.
The central sport arena seats 7,200, and the auxiliary arena 500.
The centre occupies an area of 26,000 square metres, which includes:
- a 19,500-square-metre central building; and
- a 6,500-square-metre gym.
The central building is 39 meters high.
Construction costs amount to 1,443 million rubles, of which 859 million roubles come from the federal government; 244 million roubles from the regional government; and 340 million roubles from corporate investments.
The centre meets the latest international standards for sport facilities, and qualifies to train Olympic teams and host national and European competitions. Its acoustics, lighting, and engineering and television facilities make it a desirable venue for international and other major festivals and other cultural events.
