

Born December 9, 1963 in Bolshoi Kamen, Primorye Territory.
Education
Graduated from high school.
Enrolled in the Admiral Nevelsky Far Eastern Higher Marine Engineering School, majored in naval transport management, graduated with honours. As a student, he was a dock worker at the port, and was a sailor.
1985: Marine Engineering School postgraduate programme, worked as a laboratory chief at the department of naval transport and naval law.
1999: Graduated from the Far Eastern State Economics and Business Academy, majoring in credit and finance, and economics.
Experience
After postgraduate school: Stevedore at the Vladivostok Commercial Seaport, and a shift foreman at the first loading district.
1989: Deputy Director for organisation and planning at the Dalleasing company.
1991: Established Roliz (the Russian Leasing Company) and served as the company's CEO until his election as Governor of the Primorye Territory. Roliz was initially a shipbuilding company, but later turned to fishing as a core business.
Political Experience
June 17, 2001: Won run-off gubernatorial election with 40.17% of the total vote.
June 25, 2001: Sworn in as Governor (at a special meeting of the Primorye Duma).
January 28, 2005: President Vladimir Putin submitted his candidacy for the consideration of the Primorye Legislative Assembly (in accordance with Article 18 of Federal Law No. 184-FZ).
February 4, 2005: The Assembly approved the nomination and appointed Darkin Governor of the Primorye Territory.
