Vladimir Putin: How are the projects proceeding?

Sergei Darkin: In November-December, the first oil tankers will set out for the Asia-Pacific region.

Rosneft is launching the construction of a petrochemical plant near Nakhodka with a capacity of 20 million tonnes. Construction begins soon. The oil pipeline will also come on-line at the beginning of next year.

The combined value of these projects is 3 trillion roubles in state investment to be implemented by 2015. This amounts to approximately three times the gross regional product (GRP) in the Primorye Territory. As I have mentioned to you, the Asia-Pacific Economic Cooperation (APEC) projects have allowed us to increase the GRP by 1.5% compared to last year, despite the crisis.

We have developed a strategy, which provides for the construction of 50 facilities in the Primorye Territory. Essentially, this wills double the population's average income and the number of jobs in the region. And these will be jobs at the newest facilities.

The young people, currently working in the Territory, are looking forward to these facilities, as they will change their lives.

As far as the environment is concerned, based on your instructions, we are working to fully cleanse all the sewers flowing into the Amur Gulf. We expect that within a few years from 2011, the gulf's flora and fauna will be completely revived.

Vladimir Putin: When are you planning to complete the treatment facilities? By the end of 2010?

Sergey Darkin: We are planning to complete the treatment facilities in the central districts by the end of 2010, and throughout Vladivostok - by 2011.

The total population in the south of the Primorye Territory is 1,100,000. It is the largest metropolis in the Far East. Certainly, today, Vladivostok does not fully meet the requirements of a modern city; it lacks current banking and trading infrastructure.

But with such massive investments, we will definitely modernise it within several years, making it the most modern and technologically advanced city in Russia's Far East.

Vladimir Putin: You are working at a very good pace, it is important not to slow down the work.
