Сomprehensive Investment Project Novomoskovsk Industrial Complex, Tula Region

 
 
 

The project for the comprehensive industrial development of Novomoskovsk in the Tula Region is a pilot comprehensive development project implemented in the region in line with the Tula Region Social and Economic Development Strategy. It primarily involves boosting the production potential of the city's industrial companies and setting up more plants.

The project's mission is to create an environment for the development of a major industrial zone using the mechanism of private-public partnership. It will include building new plants and modernising existing ones, as well as developing the local transport infrastructure, which is crucial for the implementation of major industrial projects.

The project's total cost is estimated at 46.3 billion roubles, of which 8.65 billion will be provided by the state through the Investment Fund of the Russian Federation.

The following major companies will participate in the project. Some of them are part-owned by foreign capital.

- Novomoskovsk company Azot (part of EuroChem Group). The company is implementing two investment projects, one to modernise its carbomide production, and the other to modernise its compound mineral fertiliser facility. Investment in the projects will total 2.1 billion roubles. The company will begin making new products, granulated carbomide and lime and urea-ammonium nitrate, which will meet international quality and safety standards. The project will also have a positive effect on the environment as the plants will decrease their ammonia and carbomide dust emissions.

Procter & Gamble - Novomoskovsk (producer and exporter of synthetic detergents and baby diapers). The company is implementing two investment projects, one to boost production capacity of detergents, and the other to build a Pampers diapers plant.

Investment in the two projects will total 4.2 billion. The plan is to significantly expand the detergent plant's production capacity and create over 700 new well-paid jobs.

Knauf Gips Novomoskovsk is implementing two projects, one to retool a mine and the other to boost production of Knauf sheets. Investment in the projects will total 10 billion roubles. The aim of the projects is to develop gypsum mining with the use of cutting-edge technologies, and to supply modern environmentally safe finishing materials to the Russian market, including for the priority national project Affordable Housing.

Managing company of Gotek Group (manufacturer of corrugated cardboard and packaging in Russia). The company plans to build a 7.8 billion rouble factory to produce testliner and recycled fluting, creating 150 new well-paid jobs.

Territorial generating company, TGC 4 (operator of the project to modernise and expand the Novomoskovsk regional thermal power plant). Investment in the project will total 9.4 billion roubles. The project is aimed at meeting the growing industrial demand for energy and ensuring stable supplies to consumers, and increasing the company's profits.

Transport infrastructure development is an essential part of the Novomoskovsk Industrial Complex project.

Several important facilities need to be built for the region to meet future freight transportation goals: a road, a railway station (Promgipsovaya), a railway link Urvanka-Promgipsovaya on the Moscow Railway Line, and a bridge over the Lyubovka River to replace the old one which is already dangerous to use.

The comprehensive project will create over 1,000 jobs and significantly increase tax revenues of the local and federal budgets.

The project is currently underway; 10.9 billion roubles (25% of the estimated project cost) had been spent as of August 1, 2009.
