Special economic zone resort (Razvalka Mountain District investment project, Zheleznovodsk resort, Stavropol District)

 
 
 

The Razvalka Mountain District investment project is currently under consideration. The project would entail the construction of a health resort, to be called "Mountain Sea", which will be located at the foot of Mount Razvalka, in an 859.4-acre ( 347.8-hectare) special economic zone devoted to tourism near the spa-town of Zheleznovodsk.

The Razvalka Mountain District (Mountain Sea) investment project will involve the construction of four centres for therapy and recreation, each of which will include hotel accommodations, as well as facilities for treatment, recreation, entertainment, athletics, and maintenance. The four centres will be able to accommodate up to 5,000 guests. A 36,500-square metre apartment building will be built to accommodate service personnel.

The project also calls for the construction of 14 buildings for guests to stay in, including bread and breakfast style guesthouses, sanatoria, and hotels. Facilities will be priced differently, allowing guests of various income levels to visit. Motorists will have access to a guarded car park with a capacity of up to 910 automobiles.

The project includes the creation an artificial lake that will cover an area of 180,000 square metres and reach depths of up to three metres.

Hydrogeological, geodesic, archaeological and ecological studies are currently under way to determine the feasibility of the artificial lake. If these studies prove the lake to be unfeasible, an alternative plan will be developed to construct a park around a natural lake.

The proposed initial investment for the project is over 30 billion roubles ($929 million). The project is expected to create around 3,500 jobs. An annual turnover of about 3 billion roubles ($92 million) is expected once the project is completed. The payback period is estimated to be about 7 years.
