Born in 1958 in the Gomel Region, the Soviet Socialist Republic of Belarus.
1980: Graduated from the Moscow Geological Prospecting Institute as a specialist in the technology and method of mineral resource exploration.
1999: Graduated from Stavropol State University as a specialist in finance and credit.
PhD in Economics.
1996-2005: Served in the Stavropol Territory Government as Deputy Prime Minister, Deputy Head of the Government and Minister of Finance, and First Deputy Head of the Government and Minister of Economic Development and Trade.
2006-2007: Deputy Presidential Envoy to the Southern Federal District; supervised issues of social and economic development of southern regions, including the implementation of national priority projects; participated in the development of the Strategy of Long-term Social and Economic Development of Constituent Entities of Russia's South and the effectiveness evaluation system of regional authorities and district governments.
2007-2008: Deputy Minister and Minister of Regional Development of the Russian Federation.
Since May 23, 2008: Governor of the Stavropol Territory.
Was presented with two state awards: the Order of Honour and the Order of Service to the Fatherland, 2nd Class. Received a certificate of merit and two letters of commendation from the President of the Russian Federation.
Has a wife and three daughters.
