The history of Khabarovsk's Official Reception House dates back to 1979, when the Conference Hall was built to host the 14th Pacific Scientific Congress, the first time the city was chosen to hold the event in the Soviet Union. The congress attracted scientists from 46 countries to discuss various issues ranging from the ocean biological resources reproduction to the Bering land bridge. Developed by young architect Yury Podlesny, the building's distinguished design seemed to reflect the event's novelty, with its three conference rooms of different seating capacity and abundance of equipment and devices, as well as a beautiful view of the Amur River from the hall balcony.

The fascinating 12-square-meter mosaic picture entitled ‘Poetry of the Amur Land' never ceases to impress the building's visitors. The picture was crafted by People's Artist of Russia Gennady Pavlishin with 40 types Far East ornamental and semi-precious stones, which create picturesque color combinations and feature Far Eastern taiga, its animals and plants. The mosaic's basic material is ophicalcite, an ancient serpentine marble whose deposit is located in the Russian Far East.

The four-storied hotel with its total area of 3,117,050 square meters was constructed next to the Reception House in 2007. It has a strict and laconic architecture style to bring out the venue's importance. The hotel's first floor comprises entrance hall rooms, a press conference room, hotel security and staff premises, as well as a dining room with a seating capacity of 48.
