Rosmorport was established by the Ministry of Transport of the Russian Federation and the Ministry of Property Relations of the Russian Federation under the Russian Government's resolution On Streamlining the System of State Management of Commercial and Specialised Seaports. 

Rosmorport was set up to operate, maintain, create and develop federal property, including assets facilitating navigation safety, works and operations at commercial and specialised seaports, and to facilitate the implementation of federal targeted programmes regarding the development of marine transport.

Rosmorport is a cost accounting and financially independent unitary enterprise comprising a headquarters and 20 subsidiaries in 15 constituent entities of the Russian Federation. The organisation employs over 4,500 staff members.

Rosmorport representatives are members of numerous state consultative councils and are involved in drafting optimal proposals to tackle the most important industry objectives.

Corporate representatives are members of the Expert Council at the Commission for Selecting Bids to Establish Special Economic Port Zones of the Ministry of Economic Development.

Aside from its participation in state consultative councils, Rosmorport is a member of the Association of Russian Commercial Seaports (ASOP), a private non-profit organisation comprising over 70 organisations and enterprises of the Russian marine transport sector.
