History

Tolyatti, formerly called Stavropol-on-Volga, was founded in 1737 by Vasily Tatishchev (1686-1750), a supporter of Emperor Peter the Great (1672-1725), as a fortress for defending Russian territories from nomad attacks and for settling baptised Kalmyks. Stavropol is a Greek word which means the City of the Holy Cross.

In 1950, construction of the Lenin Volzhskaya hydropower plant began in Stavropol-on-Volga. The city was relocated after the Kuibyshev water reservoir became filled to capacity. The new hydropower plant attained design capacity in 1957. The old Stavropol-on-Volga gave way to a major industrial centre with chemical industry, engineering and construction industry enterprises.

In 1964, the city was renamed Tolyatti after Palmiro Togliatti (1893-1964), the leader of the Italian Communist Party.

In 1966, construction of Russia's largest Vozhsky Automotive Plant began in Tolyatti. The plant covers an area of more than 900 hectares. The city's Avtozavodsky district was built at the same time as the plant.

Administrative division

The city has a population of 741,000. The average age is 37 years.

Since 1972, the city has been divided into three districts, Avtozavodsky, Tsentralny and Komsomolsky, stretching for 50 km along the left bank of the Volga.

The Tolyatti municipal district's Duma (legislature) representation comprises 35 deputies, including 23 members of the United Russia party, three members of the Communist Party of the Russian Federation, one member of the Just Russia party, one member of the Liberal Democratic Party of Russia and six members of the Dekabr (December) public movement.

Industry

The industry is dominated by the automotive industry, namely, the AvtoVAZ plant, engineering, the chemical industry manufacturing synthetic rubber, mineral fertiliser, detergents, yellow phosphorus and many other products, and the construction industry.

Enterprises of the chemical and petro-chemical industry have been developing actively in the past few years. Fertiliser giant KuibyshevAzot Co has implemented an ambitious production restructuring programme and has commissioned a polyamide production unit. Rubber-maker TolyattiKauchuk has commissioned the SKI-3 production facility, with nitrogen fertiliser manufacturer TolyattiAzot commissioning a methanol production unit.

Tolyatti accounts for 58.3% of the Samara Region's export volumes, exporting its products to 90 countries.

Education

Tolyatti has a well-developed system of municipal and private gymnasias, lyceums, colleges and specialised schools.

Apart from vocational training schools, the city has over 20 accredited higher education establishments.

Higher education is dominated by three state universities, Tolyatti State University, Tolyatti State Service Sector University and the Tolyatti subsidiary of the Higher Military Engineers Technical University.

The city also has two private higher education establishments, the Tolyatti Academy of Management and the Tatishchev Volzhsky University.
