The construction of the Kirishi Oil Refinery was launched in 1961 in the town of Kirishi, Leningrad Region. The first phase of the refinery was commissioned in March 1966. The refinery was designed to cover the fuel needs of the northwestern region. The conversion level of the refinery was not very deep, with a high degree of masut (residue) production. The latter was also delivered to the Baltic republics, Belarus, and Ukraine.
In 1993, the refinery was incorporated into the OOO Surgutneftegaz and renamed as the OOO Industrial Enterprise Kirishnefteorgsintez (OOO KINEF). In 1993, the rated primary crude oil processing output was 16 million tons per year.
The refinery produces over 40 items of refined products, including gasoline, aviation kerosene, masut, etc. Petrochemicals make up more than a third of the entire range: benzol, toluene, ortho- and paraxylenes, and liquid oil paraffin. They are delivered to the domestic market (mainly to central and northwestern regions) as well as to Europe.

The second phase of the refinery, secondary crude oil processing facilities, was launched in 2001.
Currently, Europe's largest deep conversion refinery on the basis of residue hydrocracking is being constructed. This technology will enable the processing of up to 4.9 million tons of masut (residue) per year (without increasing fuel consumption levels), into high quality diesel fuel and aviation kerosene: 37% of the produced diesel fuel will comply with the Euro-5 standard; 23%, Euro-4.
The oil processing depth will increase by up to 65-79%. The investments in the project are expected to total over 88 billion roubles. As of the end of 2008, over 41.7 billion roubles had already been invested. The refinery is expected to be commissioned in 2010.
The construction of a catalytic cracking facility will be the next stage in the development of secondary processing technologies. It will enable the production of an additional amount of light oil products without increasing the primary processing volume. The project is currently under planning. Investments are expected to amount to over 185 billion roubles; the residue processing output of the facility - 7.45 million tons per year. The plan is to launch construction in 2011. The catalytic processing depth will be 90% to 93%. 100% of all automobile gasoline and 77% of diesel fuel produced will comply with the Euro-5 standard.
In recent years, the refinery commissioned new petrochemical facilities, LAB-LABS and Izofleks. Izofleks is a facility for the production of bitumen-polymer roofing, and water-proof materials with an output of 12 million square metres per year. LAB-LABS is a detergent production facility with an output of 60,000 tons per year. Twenty percent of the production is exported, which makes up about 10% of all synthetic detergents produced in Europe. LAB-LABS is the only production facility in Russia that fully covers the domestic market needs for synthetic detergents.
Kirishi is a one-company town, and the OOO KINEF is its pivotal company. The company covers over 40% of the Leningrad Region's budget revenues and employs more than 6500 employees. 77.5% the staff has been with the company for more than 5 years, 21.6%, for more than 20 years. The turnover rate is 1.7%. The average age of an employee is 41, and 20.7% are younger than 30.
