On November 24, 2008, the Interparliamentary Assembly of CIS Member-Nations and the International Committee of the Red Cross (ICRC) are organising an international conference on international humanitarian law in the Tauride Palace in St Petersburg. The conference is dedicated to the 140th anniversary of the adoption of the St Petersburg Declaration Renouncing the Use, in Time of War, of Certain Explosive Projectiles under 400 Grammes, which was adopted in November 1868 on the initiative of the Russian Empire.

Invitations to attend the Conference have been issued to representatives of the legislative and executive branches of authority of the CIS countries and the signatories of the 1868 Declaration (Austria, Brazil, Great Britain, Germany, the Netherlands, Greece, Denmark, Iraq, Italy, Norway, Poland, Portugal, Russia, Slovakia, Turkey, France, the Czech Republic, Switzerland, Sweden, and Estonia), representatives of international interparliamentary and inter-governmental bodies and also leading experts on international law from Europe and CIS countries. Co-chairmen of the conference are: President of the International Committee of the Red Cross Jacob Kellenberger and Speaker of Russia's Federation Council Sergei Mironov.
