Vladimir Putin: Mr Khloponin, the infrastructure has been developing quite well; junctions, roads and bridges are being built. What is the socio-economic situation like?
Alexander Khloponin: Mr Putin, the situation in the territory is stable. All social programmes and commitments are being carried out in full.
As for ensuring basic necessities, we have fully prepared for the winter, and have delivered all necessary supplies to the North, especially to the remote Northern area. There are no problems here.
In general, there has been a rise in wages of budget-dependent employees, and we have no budget problems or problems with current financing.
Of course, there is some concern about our major investment projects, but this concern is more emotional than fiscal. It is connected with the global financial crisis and its possible effect on our investment projects. The investors may stop financing big projects...
Vladimir Putin: Which projects?
Alexander Khloponin: For example, the Low Angara project, which is being financed by the Hydro company and the Basic Element holding. Though they have confirmed further financing and no problems are anticipated, there is still some concern about what might happen tomorrow.
The Vankorneft oil field is also being developed, with full operational capacity to be commissioned next year. Everything follows the timetable. All federal commitments are being fulfilled in full. Today for example, we showed you the bridge that was completed ahead of schedule - in general, we work ahead of schedule.
Vladimir Putin: Nearly one year ahead?
Alexander Khloponin: Yes, practically one year ahead of schedule. In this arena, the situation is rather stable.
