Port development in Primorsk and Ust-Luga

The development of Russia's transport infrastructure is one of the main conditions for the country's innovational development. In accordance with then Russian President Vladimir Putin's executive order, the realisation of the Federal Target Programme On Modernisation of the Transport System of Russia in 2002-2010 is currently being finished. In April 2004 the Russian Government approved a new Programme On Development of the Transport System of Russia in 2010-2015. The transition from modernising the state transport system to developing it is the basis of this Programme. The development is based on the principles of availability, safety and effectiveness.

The total financing volume of this Programme is calculated in the prices of the appropriate years and accounts for 13.9 trillion roubles, including contributions from the federal budget (4.651 trillion roubles or 33.4% of the total), the constituent entities of the Russian Federation (615.6 billion roubles or 4.4%) and non-budget funds (8.630 trillion roubles or 62.1%).

One of the main lines of development in the field of sea transport is production of modern, high-technology complexes for transfer of hydrocarbons as well as providing safe conditions for navigation in Russian waters.

Ports in Primorsk and Ust-Luga are the main elements of the modern transport system in the eastern part of the Gulf of Finland. In accordance with the Federal Programme On Modernisation of the Transport System of Russia in 2002-2010 and its continuation in the Programme On Development of the Transport System of Russia in 2010-2015 many activities on the development of these ports' infrastructure are planned.

Realisation of the Sea Transport subprogramme of the two above-mentioned programmes solves the problem of commissioning the ports of Primorsk and Ust-Luga.

As a result, the freight turnover of all Russian ports in the Gulf of Finland will make up about 450 million tons, which is comparable to the freight turnover of all Russian ports in 2007.

The programme also includes creation of an auxiliary and search-and-rescue fleet which will be the basis for a complex modernisation of the emergency services in the Gulf of Finland. Modern technologies for control and navigation and goods handling at port terminals will be provided as well.

Thus, the realisation of the Sea Transport subprogramme regarding the mentioned ports will certainly provide reliable goods transportation, switch Russian export transportation from the Baltic ports, ensure a safe environment in the Gulf of Finland, decrease the risk of accidents and improve navigation in the Gulf of Finland, and provide higher navigation security in accordance with Russia's international obligations.
