Over 123 million roubles were allocated from the Government Reserve Fund to support the injured and the families of the victims of the Raspadskaya mine explosion. Ninety-one families of miners and rescue workers killed in the accident received one million roubles each, 19 victims who suffered severe injuries were compensated with 400,000 roubles, 123 victims with minor injuries received 200,000 roubles each.
The Kemerovo Region allocated 16.25 million roubles from the regional budget to provide support for those affected by the tragedy. Ninety-one families of the miners killed in the explosion and the family of the miner who died in the hospital received 100,000 roubles each, 143 injured received 50,000 rouble lump sum for each. From May to December 2010 (until the court officially ruled on the individual deaths), each family dependant was given a monthly allowance of 5,000 roubles from the regional budget. The payments totalled an estimated 1.17 million roubles.
In 2010-2011, 36 families moved into new flats (41 flats were purchased for them), 9 families were able to improve their living conditions (total expenses estimated at 66.4 million roubles.)
In September 2010 the injured and the families of the miners and rescue workers killed in the explosion, were given an additional one-time monetary compensation of 23.27 million roubles allocated as follows: 200,000 roubles to the families of those killed, 75,000 roubles to severely injured, 30,000 roubles to victims with minor injuries (for each family).
In 2011 families were offered vouchers for health resorts. Support is provided to enroll children in schools, thus 59 children attend pre-schools, eight children will be enrolled in kindergartens in 2012; pre-school groups have been established on the base of three families, nine children were enrolled in elementary schools. Three children were enrolled in cadet schools of the Emergencies Ministry.
In 2011 the Raspadskaya mine company paid 15.2 million roubles to organise and hold dinners commemorating the one year mark of the tragedy, for education and monthly study allowance, for health resorts and for transportation. An additional 7.8 million roubles was paid as compensation for pain and suffering following a court order.
In 2010 Raspadskaya mine company made regular payments to 90 families of the miners and rescue workers killed in the accident. A one-time monetary compensation, equivalent to 120 monthly salaries and one million roubles, according to the agreement between Raspadskaya Coal Company and the Administration of the Kemerovo region on social and economic cooperation, were offered to the families of rescue workers. Compensation for pain and suffering equivalent to three times the average monthly salary, a one-time monetary compensation equivalent to the average annual salary, calculated for the last three years, was paid for each dependant member of the family and one million roubles according to the agreement were paid to the families of the miners.
From May 2010 Raspadskaya mine company has been paying a monthly monetary allowance equivalent to the average miner's monthly salary to the families of the miners killed in the accident. Up until December 2010, the total sum of these payments is estimated at 6.4 million roubles.
