Young people account for more than 30% of the district's total population ( 2.8 million).
In 2010 the aggregate youth policy budget in the North Caucasus amounted to only 491 million roubles, which is far below the scope of its goals. The infrastructure and the material and technical base of state and municipal institutions for young people is either obsolete or inexistent. State services do not meet the requirements of young people and are often provided in unsuitable premises. A considerable part of young people from the Caucasus are isolated from the life of the rest of the country, which is also a major big problem.
The Youth Council under the office of the presidential plenipotentiary envoy to the district and the Council of Young Scientists and Professionals have existed in the district since 2010.
To train personnel for youth policy and youth public organisations, the affiliate of Sholokhov Moscow State University for Humanities was established in Stavropol in March of 2010 as an interregional centre for developing the personnel potential of the district's youth policy.
In 2010 the North Caucasus played host to more than 30 regional and interregional youth events (forums, camps, festivals and volunteer events), which were attended by more than 25,000 young people. Their main goal was to develop interethnic cooperation and educate young people in the spirit of patriotism.
