According to the law on mandatory medical insurance, the regional healthcare modernisation programmes will be implemented for 2011-2012.
On the instructions of Prime Minister Putin, programmes for 83 constituent entities have been considered as part of an ongoing council headed by Deputy Prime Minister Alexandre Zhukov. The total amount of funding for the programmes will total to 385.343 billion roubles in 2011 – 2012. The funds will be allocated for:
- upgrading facilities at medical institutions (the repair and maintenance of healthcare institutions, the purchase of medical equipment– 250.023 billion roubles);
- the implementation of up-to-date information systems (individual medical records, citizens' electronic medical cards; making doctors' appointments in electronic form; exchanging electronic health data; implementation of electronic document management systems; maintenance of a single register of health workers, electronic passports of healthcare institutions and passports of healthcare systems of the regions of the Russian Federation – 19.267 billion roubles);
- the implementation of standards of medical care, increasing the accessibility of outpatient medical care including that provided by medical specialists (116.0537 billion roubles).
At present, 15 completed regional programmes have been presented to the Ministry of Health and Social Development and 68 regional programmes are being adjusted according to the instructions of the government.
According to the requirements of the regional healthcare modernisation programmes, the professional retraining of over 4,000 doctors is entailed in the programmes aimed to decrease tension in the labour market of Russian regions.
