Housing construction in the Kirov Region

In 2010, the Kirov Region commissioned 370,800 square metres of housing, which is 10% more than in 2009, when the volume peaked at 335,900 square metres. This means that 0.27 square metres per capita were commissioned in 2010, whereas in 2009, this ratio stood at 0.25 square metres.

Housing prices in Kirov began decreasing in 2008 and fell to 31,300 roubles per square metre in new houses in 2010.

The Kirov Region is now facing the issue of developing low-rise housing, which accounted for 43% of overall housing construction in 2009 and 2010. This level is expected to reach 60% by 2015.

To support housing construction, regional authorities provide funds for municipal entities to design their community development programmes and build the necessary public utilities. For example, in implementing 13 investment projects in 11 municipal entities, 39.5 million roubles were allocated from the regional budget to provide the necessary public utilities from 2008 until 2010. This helped build 135,000 square metres of housing.

Under the "Housing for Young Families" programme, which is part of the "Housing" federal targeted programme, and the "Homes for Young Families" regional programme, 262 families received subsidies totalling 105.35 million roubles in the period from 2008 until 2010.

In the same period, 1.1 billion roubles were spent on providing new housing for residents of dilapidated housing, 994 million of which was set aside from the "Housing and Utilities Reform Fund." This money helped provide new housing for more than 2,700 people and complete the construction of 10 apartment houses with a total area of 80,000 square metres in the period from 2008 until 2010.
