Born January 21, 1959 in Sverdlovsk to a railwayman's family.
Education
1981: Graduated from the Electrical Engineering Department of the Ural Electrocmechanical Railway Engineers Institute, specialising in railway engineering and electromechanics.
1997: Graduated from the Ural State Railway Academy, specialising in economics (second degree).
Experience
1981- 1989: Worked at Sverdlovsk Railway upon graduating as an electrician, then as the electric grid region chief of the Shartash power supply area, and finally as the chief engineer of the Ishim power supply division.
1989-1991: Chief engineer of the power supply service during the construction of the Yekaterinburg Metro.
April 1991: Returned to Sverdlovsk Railway after the Metro was put into operation in the capacity of deputy head of the railway power supply service and rose to head of the service in the same year.
1996-1998: Chief engineer of the Sverdlovsk Railway.
July 20, 1998: Appointed deputy railways minister.
July 14, 2000: Appointed first deputy railways minister.
May 15, 2002: Appointed head of Sverdlovsk Railway and a member of the board of the Russian Ministry of Transport.
June 2004-March 2009: Acted as Russia's deputy transport minister.
March 2009: Appointed director of the industry and infrastructure department at the Russian Government's Executive Office.
November 10, 2009: Nominated by President Dmitry Medvedev to the post of governor of the Sverdlovsk Region and confirmed on November 17, 2009 as the new governor by the two chambers of the Sverdlovsk Region Legislative Assembly at their joint sitting. Sworn in as governor of the Sverdlovsk Region on November 23, 2009.
Awards and Recognitions
State awards include Order of Service to the Fatherland, 2nd class, and he has numerous departmental awards. Awarded the 2003 Russian Federation State Prize for Science and Engineering on September 9, 2004.
Other
Earned a PhD in Economics in 1999 and was awarded a doctorate in Engineering in 2005. He is the author of 23 published works.
February 5, 2009: Misharin was given the rank of counselor of state of the Russian Federation, 2nd class.
1997: President of the Russian Academy of Transport.
1999: Honourary Professor at Rostov State Railways University.
