Better quality and improved access to healthcare as well as the improvement of the people's health are the strategic objectives of healthcare development in Ivanovo Region.

The programme calls for efforts in three areas:

- strengthening of material and technical base of healthcare institutions;

- better quality medical services;

- adoption of up-to-date information technology in the healthcare system.

Measures to improve the physical infrastructure of medical institutions include major repairs and maintenance of equipment in 43 regional and municipal establishments. There are also plans to complete the construction of two medical institutions.

The programme provides for a stage-by-stage adoption of medical service standards for 10 types of diseases, taking due account of the established priorities.

In addition to raising the quality of medical services, the programme calls for additional health assessment efforts with a view toward discovering risk factors for socially significant non-infectious diseases and detecting such diseases at an early stage.

For the purpose of improving the staffing level of medical institutions, the local authorities of all municipalities in Ivanovo Region have drawn up special-purpose programmes for 2011-2012 for training and securing medical personnel.

The efforts to apply information technology in healthcare establishments will include the introduction of individual electronic medical records, online doctor appointment, telemedicine data exchange and a single electronic paperwork system. There are also plans to maintain a common register of medical workers, introduce electronic certification for medical institutions and certification for the healthcare system of a region of the Russian Federation.
