The programmes of healthcare modernisation developed by the regions of the Russian Federation are aimed at strengthening material and technical base of medical institutions, adopting modern information technology and standards of medical service.
Regional healthcare modernisation is intended not only to streamline the medical system, bringing it into conformity with modern standards that meet the people's needs, but also to improve access to these services.
Russian regions have drafted their programmes of healthcare modernisation for 2011-2012. Preparations included an inventory of the medical institutions' material and technical base, including the resources availability, the technical condition of building and structures and the staffing level. They assessed amount of free medical services provided by type, forecast the results of improvements in accessibility and quality of free medical services, and outlined priority areas of the regional healthcare system.
To date, the Ministry of Health and Social Development has received draft programmes from practically all the regions of the Russian Federation.
The programmes of healthcare modernisation will be financed in the form of subsidies from the Federal Mandatory Medical Insurance Fund, the consolidated budgets of the Russian regions and the regional mandatory medical insurance funds.
