Relocating residents

The most important measure, which requires time and effort, is relocating any local residents whose homes are situated on Olympic construction sites.

About a thousand families will be relocated in total. Following valuations, homeowners are given draft contracts and can then choose a form of compensation. More than 200 titleholders opted for cash compensation, with the rest choosing land plots plus a house or a flat to replace their property (over 300 families). The law provides for a 300 square metre plot even for those families whose property was smaller than the officially accepted minimum area.

Seven development sites with a total area of 96 hectares have been reserved for the construction of alternative housing. In the new suburb of Nekrasovskoye, Adler District, in the Imereti Lowland, builders have completed 112 detached houses, 102 of which have been handed over to their new owners, with the remaining 10 planned to be finished in November 2010.

By October 6, 2010, twenty families had been issued with ownership certificates for houses in Nekrasovskoye.

171 detached houses are under construction on Tavricheskaya Street. Twenty-four have been completed, and landscaping work is underway. The completion deadline for the first stage is autumn 2010; the deadline for the second stage is the end of 2010.

In the Vesyoloye-Psou district, six residential blocks (over 500 flats) and 77 detached houses are under construction. The anticipated deadline for the neighbourhood to be finished is December 2010.

Another neighbourhood is being developed on Urozhainaya Street, where 47 detached houses are under construction, to be completed in December 2010. Site development is beginning in the Maly Ruchei area, where 30 detached houses will be built by April 2011.

New construction has begun on Fabritsius Street to build 50 detached houses and two residential blocks (90 flats), to be commissioned in April 2011.

Another residential development, consisting of 39 detached houses, is under construction in the area of Krayevo-Grecheskoye, Khosta District. The anticipated deadline for it to be finished is April 2011.

In the Maly Ruchei area, there are plans to build detached houses for families being relocated to clear the site for the construction of an alternative to Kurortny Avenue. Today, construction work is underway on 14 sites. Their commissioning is expected in April 2011.

Cash is another way of compensating for property lost to Olympic sites. So far, over 200 out of the 400 owners of houses and land plots in the Olympic construction zone have signed up for cash compensation. Compensation of about 980 million roubles has been paid since the beginning of 2010. Counting last year’s contracts, more than 2.5 billion roubles have been paid out.
