Born June 29, 1947, the Kostroma region.
Education
He graduated from the National Economy Academy and the Moscow Institute of Radio Engineering, Electronics and Automatics. He served with the Soviet Armed Forces' Air Defence Troops on Sakhalin.
Experience
He started his career at the Salyut Radio Factory in Moscow, rising from assistant operative to senior technology engineer.
1975-1991: He held executive positions in party and government structures in Moscow.
1987-1993: elected a Moscow City Council deputy.
1991-1994: worked as the commercial director of the Dynamo ice hockey club (Moscow).
1994: nominated the prefect of Moscow's Southern Administrative District, the largest in the capital.
1996: elected as Yuri Luzhkov's running mate as the vice mayor of Moscow and shortly afterwards was appointed as the first deputy prime minister of the Moscow government, in charge of the social sphere.
1999: re-elected as the deputy mayor of Moscow.
Awards and recognitions: Order of Service to the Fatherland, 4th class, Order of Honour, Distinguished Worker Medal, For Dedicated Work Medal, For Work Dedication Medal, For Battle Unity, 850th Anniversary of Moscow Commemorative Medal, Honorary Builder of Moscow Badge and For Services to Moscow Badge. Holder of the honorary title Merited Housing and Utilities Sector Worker of the Russian Federation.
Personal:
Married, with two children and three grandchildren.
Hobbies: He enjoys fishing, hunting, and billiards. He also enjoys swimming, tennis, Alpine skiing and football.
