Graduated from the Khabarovsk Technical College
Graduated from the Far Eastern Institute of Soviet Trade (now the Pacific State University of Economics), earned degree in Economics (after compulsory military service)
Received PhD in economics
Experience
1981: Worked in production. Began as third-class metalworker and rose to foreman in the Primorskaya state district electric power station
1989: Established Primorsky production cooperative, later incorporated as Primorskoye food production association
1995: Appointed board of directors deputy chairman, Preobrazhenskaya Base of Trawling Fleet
1998-2002: Appointed board of directors chairman, Preobrazhenskaya Base of Trawling Fleet
2001: Elected deputy of the third Primorye Territory Legislative Assembly, member of the Primorye Territory Committee for Food Policy and Land Use
2002: Elected representative of Primorye Territory Legislative Assembly in the Federation Council, member of the Federation Council Committee for Natural Resources and Environmental Protection, member of the Committee for Youth Affairs and Sports and Committee for Information Policy
2004: Appointed adviser of the Federation Council Speaker
2005: Appointed deputy governor of the Koryak Autonomous Area, monitored fuel delivery of the area, appointed acting governor of the Koryak Autonomous Area, appointed governor of the Koryak Autonomous Area by the Koryak Autonomous Area Legislative Assembly
2007: Appointed member of the advisory committee of the State Council.
2007-2008: Appointed aide to the government chief of staff
2008: Elected governor of the Amur Region by the Amur Region Legislative Assembly
