The Tulinovka secondary school is one of the oldest regional educational institutions. It was first opened in 1876 in the orphanage building of Saint Sophia's Church, in the village of Tulinovka. On September 1, 2009, the school moved into a new modern building and became a central component of the social and cultural complex that includes the Transfiguration Interregional Center for Revival of Spiritual and Moral Heritage, a local history museum, a concert hall, an exhibition hall, a modern library, a media center, a gymnasium, a stadium, etc.

A total of 222 pupils study in the school today, including children from nearby communities who are taken to the school by a school bus.

There are 24 teachers in the school, six of whom have received state and regional awards, and three of the teachers received support under the Education national project.

In 2007, the school won the Russian national contest for educational institutions that implement innovative educational programmes.

All rooms in the school are equipped with modern computers and projectors. The school staff widely uses interactive information technologies in the learning process and shares its experiences with other local and regional educational institutions.

The school is implementing a specialised educational programme together with the Tambov State Technical University. Starting from the tenth grade, pupils receive specialised education in automated information processing and management systems, accounting and commerce.

In 2008 and 2009, the school received 1.9 million roubles of financial support from a regional integrated project of modernising education; the funds were used to buy laboratory and computer equipment for classrooms, a mobile computer class, school furniture, sports equipment and navigational equipment for school buses.
