In accordance with the federal targeted programme "Creation of the Black Sea fleet base on the territory of the Russian Federation in 2005-2020" (approved by the decree #515 of Russian government on August 15, 2005), a major part of the Black Sea fleet base construction will be completed in the city of Novorossiysk by 2016.
The main structure on the base is Geoport which has a total length of 2,570 meters and a protective pier. Since 2005, USST No. 4, a subsidiary of Russia's Federal Agency for Special Construction, has been conducting the required construction and assembly works. In 2007-2009, the primary part of 265-meter protective pier and pile footing in the deep-water section of the pier were completed, and the coast was prepared for the construction of a ship-repair plant.
As of April 2010, the construction of mooring No. 3 was completed and the coast has been prepared for the construction of moorings No. 4 and 5.
In 2010, capital funds were invested to further construction of the deep-water section of the pier with a total length of 680 meters. Equipment used includes three pontoons with a capacity of 450 tons, six floating cranes with capacitites of 40 and 140 tons, two drilling outfits, five vibrating pile drivers, two concrete pumps with concrete delivery pipes, a self-propelled ship for delivering concrete to the construction site and three tugboats.
