Prime Minister Vladimir Putin is suggesting making recipients of state guarantees responsible for unsatisfactory results of projects supported by the state. The prime minister made this statement at a meeting of the Government's Presidium. He recalled that the federal budget for 2011 set aside 551 billion roubles for state guarantees. "But, there are problems here too, such as those concerning the repayment of state funds used in the execution of guarantees," Putin said. "Therefore, the risk should be distributed in the best possible way between the state and recipients of state guarantees."
