There will be more expenses for developments in innovation, according to Minister of Economic Development Elvira Nabiullina.
Prime Minister Vladimir Putin has made the decision to adopt a new principle in forming the national budget starting in 2013, one that is based on programmes. The state departments have responded by requesting an additional funding of two trillion roubles for the programmes. Minister of Economic Development Elvira Nabiullina spoke about this yesterday.
"The departments' proposals for 2012 state programme funding exceed the predicted budget financing by 500 billion roubles and for 2013, by three times," Nabiullina said.
Among the proposals, the highest excess has to do with the innovation development programme.
The list of 40 state programmes has already been adopted, and 39 of these have been submitted to the government so far. The last one, on the development of the pension system, will be submitted to the government after the concept is developed, and will be included in the federal budget starting in 2014. All programmes are divided into five areas: new quality of life (13 programmes), innovation development and economic modernisation (17), national security (2) and balanced regional development (3).
The programmes will be submitted for discussion nationwide, Vladimir Putin told the Government Presidium meeting. "Society should not only be informed – they should also take part in this work," he said. The introduction of the target programme principle in the budget is connected with the update of state finances and more efficient use of state resources, he said. Putin gave instructions to establish, in the framework of the state programmes, all necessary mechanisms of monitoring and control over the use of the budget funds. "Any violations, red tape, or delays in the distribution of budget funds and in the supply of funds to final recipients are unacceptable," he said. Meanwhile, Elvira Nabiullina said that she hoped it would be possible to save some of these funds. "We shall work in order to balance all proposals of state departments with the budget parameters," she said. The departments have been instructed to improve the projects until August 22, and the government will examine them in detail in September and October.
