RBC Daily: "Putin Abolishes Compulsory Car Tests"

The government reacted swiftly to the president’s proposal to abolish the compulsory vehicle safety and emissions tests that have been conducted by the police.

Following from the decision, as of May 24, certificates that expire in 2011 will be extended by 12 months. Owners of new cars, those that entered regular service less than a year ago, are even more fortunate. They will not have to pass these tests at all. This initiative is expected to be replaced by a new law in 2012, according to which vehicles less than three years old will not need to pass any inspection, those between three and seven years old will have to pass inspection once every two years and those over seven years old will be tested each year.
