The Russian Popular Front, the social movement established by Prime Minister Vladimir Putin, has chosen the site of its headquarters. Vladimir Putin's press secretary Dmitry Peskov said the organisation will be located in the new city hall on Novy Arbat. During the Soviet period, the building housed the Council for Mutual Economic Assistance, the socialist response to the Common Market, the forerunner of the European Community. It was then that the building was nicknamed "the book."

The building stands at a very prestigious location, near the Government House and at the intersection of many roads. It takes less than 15 minutes to get to the nearest metro station on foot. The building has all the necessary infrastructure, such as conference halls that can hold from 200 to 1,000 people, and modern communications. The Russian Popular Front will occupy two floors of the building.
