Izvestia: “National register for Russian talents”

Twenty five thousand young Russians were included in the national register for talent.
Entrepreneurs, bloggers and even those, whom social workers labeled "troubled adolescents," were included in the register for youth, said head of the Federal Agency for Youth Affairs Vasily Yakemenko to Russian Prime Minister Vladimir Putin.
"Overall, youth policy is not just hosting events like the one to which you invited me, said Vladimir Putin. "But also keeping track of how the interests of young people are reflected in legislation and in the work of various official bodies and regional authorities. I don't think that we've made any breakthroughs in this area recently.
There was nothing left for Vasily Yakemenko to do but start justifying himself.
"Mr Putin, for our own purposes we customarily group young people into two very important categories - troubled adolescents in difficult life situations, and, on the other hand, gifted youth," he said.
"Excuse me, but troubled adolescents can also be gifted," Vladimir Putin interrupted him again.
"That's true. A gifted young person can also find himself or herself in a difficult life situation, and this probably happens frequently" head of the Federal Agency for Youth Affairs Vasily Yakemenko gave up.
He reported that the agency established the national register for gifted youth, which contains 25,000 names in 150 categories. The register also includes winners of international competitions and young entrepreneurs who paid the most taxes, bloggers with the highest number of visitors to their blogs can also be found there.
"We understand the entire range of problems that can prevent these young people from realizing their potential in this country. It will be rather difficult to resolve this issue without your support, Mr Putin," Vasily Yakemenko stressed.
The gist of his arguments came to the following: if the officials who are supposed to give sufficient consideration to young people resolved the issues that came to them quickly, the situation could change. Young people have great potential. For instance, one project to use associated gas attracted investment worth 250 million roubles. Or another example: 500 participants of the "You, the Entreprenuer" programme, who started their own businesses, paid around 200 million roubles in taxes.
Vladimir Putin recommended increased cooperation with the core ministries (for example, Ministry of Health and Social Development and Interior Ministry) and not only to implement their directives and programmes through the Federal Agency for Youth Affairs but draw up their own proposals.
"You even have a more, perhaps, subtle understanding of what is going on with them, and in my view, it would be appropriate if the relevant agencies working together would take your views into account in planning their youth policy work, and if you had the opportunity to intelligently promote these views," the prime minister concluded.
