Background
Boris Yelstin first disclosed his income in April 1996 on the eve of the presidential election. He stated that he had earned 552,311.58 roubles in 1994 (here and elsewhere redenomination is taken into account) and 26,784.57 roubles in 1995. The difference was due to the fact that in 1994 Mr Yelstin had received royalties for his book "Notes of a President."
Beginning in 1997 the President's press service, following a decree issued by Mr Yelstin himself, regularly disclosed his income. It amounted to 243,575.3 roubles in 1996, 1,950,324.3 roubles in 1997, and 183,837 roubles in 1998. Regarding property, President Yelstin all these years reported a dacha with 40,000 square metres of land outside Moscow and a BMW.
On February 15, 2000 the CEC published the income declaration of presidential candidate Vladimir Putin. During 1998-1999 he earned 265,699 roubles as chief of the President's Administrative Directorate, from the FSB and from interest on bank deposits. He owned two plots of land in the Leningrad Region (6,800 sq.m.), one in the Moscow Region (1,500 sq.m.), a dacha, two garages in St Peterburg and minor stakes in the Baltic Bank and the Industrial Construction Bank where he had 332,624 roubles.
On the eve of the 2004 presidential elections it was announced that between 1999 and 2002 Mr Putin had earned 7,799,637 roubles, including royalties for the books "Learning Judo with Vladimir Putin" and "In the First Person. Conversations with Vladimir Putin."
The President had sold his dacha and the land in the Leningrad Region and bought a flat in St Petersburg. His bank accounts increased tenfold to 3,817,438 roubles.
In 2007 Vladimir Putin, as a United Russia candidate for the State Duma, filed another income declaration. In 2006 he earned 2,011,611.28 roubles and had inherited the Volga GAZ-21 car and a Skif car trailer from his father who died in 1999. He had 3,700,300.19 roubles in bank accounts.
Dmitry Medvedev disclosed his earnings in October 2006 when all the Government members disclosed theirs. As First Deputy Prime Minister he earned 2,219,229 roubles in 2005. In January 2008 he reported a total income of 7,000,748 roubles in 2004-2007 as candidate for President. At the time he owned an apartment in Moscow and had 2,740,006.5 roubles in eight bank accounts.
