Prime Minister Vladimir Putin signed Government Executive Order No. 1481-r of October 13, 2008, amending Government Executive Order No. 1965-r of December 29, 2007, which contains a list of approved construction projects and finished facilities for state and federal needs for 2008, and for the 2009-2010 period.
This Executive Order approves changes made to the list of construction projects and they involve:
• allocation of additional funding from the federal budget to construction projects and facilities on the 2008 list, in accordance with Federal Law No. 122-FZ of July 22, 2008, On Amendments to the Federal Law On the Federal Budget for 2008 and for the 2009-2010 Planned Period;
• redistribution of budget allocations between different expenditure categories of the Russian Federation's budgets;
• targeted allocation of government funding to major construction projects in 2008-2010 under the federal target programmes Social and Economic Development of the Chechen Republic in 2008-2011, Modernisation of Russia's Transport System in 2002-2010, Russia's Federal Space Programme for 2006-2015, and Economic and Social Development of the Russian Far East and the Trans-Baikal Area until 2013;
• changes in specific characteristics of construction projects and facilities, commissioning deadlines, fixed assets, names of project owners, customers and developers, projects and facilities, codes of budget planning institutions and agencies, and managers of the federal budget funds.

The Executive Order approves the allocation of 7.860 billion roubles of additional government funding made under the aforementioned Federal Law:
A total of 7.860 billion roubles will be channelled into the following federal target programmes:
Modernisation of Russia's Transport System in 2002-2010: 6.060 billion roubles;
Russia's Federal Space Programme for 2006-2015: 200 million roubles;
Economic and Social Development of Russia's Far East and the Trans-Baikal Area until 2013: 1.59 billion roubles.
Another 10 million roubles is allocated for construction and modernisation projects not included in any of the federal target programmes (reconstruction of a building assigned to the Federal Agency for State Border Development.)
Pursuant to the aforementioned Federal Law, the financing of several construction and modernisation projects will be decreased by 11.703 billion roubles in 2008, while government allocations for the following projects will be increased in 2009:
Perinatal health centres (the Federal Agency for High-Tech Medical Services): by 1.050 billion roubles;
High-tech medical centres (the Federal Agency for Healthcare and Social Development): by 10.288 billion roubles; and
The Moscow Centre for Automated Air Traffic Control (the Federal Air Navigation Service): by 364.7 million roubles.
To implement the measures stipulated in the federal target programme, Social and Economic Development of the Chechen Republic in 2008-2011, approved by Government Resolution No. 537 of July 15, 2008, this Executive Order approves the following government allocations between project owners, projects and facilities owned by the Russian Federation:
1.576 billion roubles for 2008;
2.717 billion roubles for 2009;
3.058 billion roubles for 2010.
The Executive Order also approved an increase in budget allocations for 2008 to finance special works included in the state defence order, by 10.235 billion roubles, at the expense of cutting current expenditures for relevant federal target programmes.
As a result of the changes made to Executive Order No. 1965-r of December 29, 2007, budget allocations to be invested in major construction projects increased by 7.969 billion roubles in 2008, by 2.167 billion roubles in 2009, by 3.058 billion in 2010, to 520.351 billion roubles, 496.039 billion roubles, and 363.710 billion roubles, respectively.
The above changes have been made upon proposals by managers of federal budget funds.
