Meeting with Interior Minister Rashid Nurgaliev

Transcript of the beginning of the meeting:

Vladimir Putin: Mr Nurgaliev, we need to ensure law and order is maintained in North Ossetia concerning the influx and accommodation of refugees. People, who arrive in North Ossetia, need to feel safe. And certainly the above should also apply to local people, who live there permanently.

Rashid Nurgaliev: Mr Putin, over the last 3 days, and even starting from August 2 more than 30,000 refugees have arrived. We have already identified 11 places to accommodate large numbers which are secure and controlled. These are mainly the largest centers like Alagir and directly in Vladikavkaz.

In addition, in last three days in the Republic of North Ossetia Alania measures have been introduced which have virtually halved crime levels. Serious crimes have decreased four fold and the civilian population understands the situation. The security services have also carried out a number of measures.

At present 7,071 refugees from South Ossetia have been registered as receiving humanitarian aid, this is what we are doing now. Federal Migration Service representatives have left to assist with carrying out the task effectively. We are also involved in the transportation of humanitarian aid to South Ossetia. In addition, we are assisting investigators of the Prosecutor's General Office in collating evidence of criminal activity. About 70 personnel have been provided investigators and interrogators.

Vladimir Putin: On South Ossetian territory?

Rashid Nurgaliev: Yes.

Vladimir Putin: That's good.

Let us not forget about everyday life. The 1st September is approaching we have to take steps to ensure security in schools for the start of the new term.

Rashid Nurgaliev: Yes, I have already given full instructions. Mr Putin, we usually begin preparing two months before this date. In August school meetings will start and we shall attend those meetings on security and providing recommendations on working with pupils and teachers.
