Prime Minister Vladimir Putin meets with Kemerovo Region Governor Aman Tuleyev
The conversation focused on crop forecasts, healthcare reform, housing construction, and a planned pay raise for teachers. The prime minister then instructed Mr Tuleyev to guarantee that all of the region's remaining wage arrears, if any, are met.

Transcript of the beginning of the meeting:

Vladimir Putin: Good afternoon, Mr Tuleyev. How are you doing?

Aman Tuleyev: To begin with, I’d like to convey the warmest regards of the miners and metallurgists. I can tell you that the socio-economic situation in the region is stable and businesslike. There are no wildfires: we put them out in early spring. There is no drought, and we plan to gather a good harvest.

Tax revenues are expected to be about 38% larger than last year. As for the main task you assigned us – increasing teachers’ salaries – we now have enough funds. The salaries of medical staff…

Vladimir Putin: Just a second. What will the teachers’ salaries be as of September 1?

Aman Tuleyev: We have decided to increase teachers’ salaries to match the regional average. Mr Putin, in line with your instructions and the conversations we have had, the average salary will be 19,000 roubles a month. As I have said, we have the money for it, so I’m not afraid to tell you that we will do it.

Now for the modernisation of the healthcare sector. We have commissioned the perinatal centre – I am happy to be the first to report it. We have had five sets of triplets delivered there. The situation is stable. Thank you for transferring enough funds for our healthcare modernisation – we have received about 50 billion roubles from the federal budget and allocated another 47 billion from the regional budget.

We are currently working in four spheres: cardiology and oncology – the key spheres, as you know – as well as burns and diseases that affect miners, which you highlighted. We are carrying out our modernisation plans. Furthermore, we are doing more than initially planned. We recently signed a 100-million-rouble agreement with Deripaska (Oleg Deripaska, CEO of RUSAL). He is buying 100 million roubles worth of equipment in Novokuznetsk for priority medical purposes.

In short, our economy has been developing stably, and there have been no wildfires or droughts. As for the harvest, we expect to gather about 1.3 million tonnes, so will have enough grain for internal consumption and for export.

Vladimir Putin: I see that you reported a minor rise in housing construction.

Aman Tuleyev: We will increase housing construction this year by 13%-15%, just as you said. But we have shifted the focus to (low-rise) housing on private plots for our middle class… A few words about the Lesnaya Polyana project: We have turned over housing to 2,000 people, and the project is not over yet. Besides, the subsidies are being provided as planned.

Vladimir Putin: I see from these documents that you have a minor wage arrear.

Aman Tuleyev: Mr Putin, this is not a major problem. The money was most likely not transferred in time, but I assure you that it is not a problem. Moreover, as a rule, we are proceeding ahead of schedule… This is probably because I have been trying to accumulate enough funds to fulfil your direct instructions regarding wage increases in September.

Vladimir Putin: I’d like you to have another look at the matter, including in the municipalities.

Aman Tuleyev: Of course, Mr Putin, I will certainly do so.
